About the Phillips County Clerk's Office
The Phillips County Clerk of Court is the state-court clerk for Phillips Combined Court, not the county's elected Clerk and Recorder. The Judicial Branch judges-and-staff page lists Kathy Browning as Jury Commissioner and Clerk of Court for Phillips and Sedgwick Counties in the 13th Judicial District. The court clerk supports district-court and county-court records at the Phillips Combined Court location in Holyoke, including case files, dockets, copies, certifications, jury administration, and court-record routing.
The separate Phillips County Clerk and Recorder is Madene "Beth" Zilla. That county office handles recorded documents, marriage licenses, elections, motor vehicle services, driver-license services, commissioner minutes, and county CORA records. Users often confuse the two clerk functions because both are associated with the courthouse address, but the record types are different. A divorce decree, criminal disposition, traffic ticket, probate letter, or court register of actions belongs with the Clerk of Court. A recorded deed, UCC recording, marriage license, plat, military discharge, or county commissioner record belongs with the Clerk and Recorder.
The Phillips County contacts page identifies local elected offices, including the county Clerk and Recorder and sheriff.
That local contact page is useful for county-office routing, while court case records still route through Phillips Combined Court and the Colorado Judicial Branch.

What the Clerk Does in Phillips County
The Clerk of Court manages the court record for Phillips County cases filed in the local combined court. That includes district-court matters such as felonies, larger civil cases, domestic relations, juvenile matters, probate, and appeals from county court, along with county-court matters such as misdemeanors, traffic infractions, small claims, limited civil cases, protection orders, and felony complaints before transfer. The clerk's record function is tied to the case file and the official court system rather than the county recorder's optical-image and microfilm land-record system.
- Maintains court case records and routes copy requests for district-court and county-court files.
- Provides access to case documents such as complaints, dispositions, sentence orders, divorce decrees, probate letters, tickets, and civil judgments when public access rules allow release.
- Supports docket, jury, payment, transcript, interpreter, ADA, and records-request links published by the Colorado Judicial Branch for Phillips County.
- Coordinates with statewide Judicial Branch systems, including the record/document request form and docket search, rather than operating a county-built court records portal.
The Phillips County Clerk and Recorder page shows the separate county office, staff, office hours, and county responsibilities.
That screenshot highlights why record seekers should separate court-case requests from county recording, motor vehicle, election, and marriage-license services.
How to Request a Certified Copy
Certified copies are used when a plain copy is not enough. A certified divorce decree, disposition, judgment, probate letter, or other court document carries the clerk's certification that the copy is official. Before ordering, ask the receiving agency whether it needs a certified copy, an exemplified copy, or only a plain copy. Certification is charged per document under the Judicial Branch record-request fee estimates.
- Identify the case if possible. A case number is best, but the request form also accepts party names, case type, filing year, date of birth, and other identifying information.
- Use the Colorado Judicial Branch Record/Document Request Form, or contact Phillips Combined Court at 970-762-7010 or PhillipsClerksOffice@judicial.state.co.us.
- Select Phillips County as the county/location of records and choose the relevant case type, such as Divorce, Felony, Misdemeanor, Probate, Protection Order, Small Claims, Traffic, Civil, or Juvenile.
- Check the exact document needed, then select the certification or exemplification option if the copy must be official.
- Wait for the clerk's response on availability and cost. The form says responses are generally provided within three business days unless extenuating circumstances apply.
Records Request Form Fields
The statewide request form is designed to work across Colorado counties, so it asks for both requestor information and case-identifying information. Phillips County requestors should be precise in the county/location field and avoid using Denver-specific case-number notes unless the document actually came from Denver County Court. For local court records, choose Phillips County and provide the case type, filing year, party names, and date of birth when available.
| Field | Required | Notes |
|---|---|---|
| Address Line 1, State, City, Zip Code | Yes | The Judicial Branch form marks these requestor address fields as required. |
| Case Number | No | Helpful if known; the form gives an example format of 2019T999999. |
| Case Type | No | Options include Civil, Divorce, Felony, Juvenile, Misdemeanor, Probate, Protection Order, Small Claims, Traffic, and Water. |
| County/location of Records | No | Select Phillips County for Phillips Combined Court records. |
| Party Information | Yes | Names on the case are required; add other identifying details when possible. |
| Requested documents | No | Checkboxes include family, criminal, civil, probate, ROA, and other document choices. |
| Certified/exemplified needed | No | Check this when an official certified or exemplified copy is required. |
Phillips County Clerk Fees
Court-record copy fees come from Judicial Branch record-request estimates and are separate from county recorder charges. Recorder fees, such as the $43 regular recording fee effective July 1, 2025, apply to county recorded documents, not court case copies. Court users should confirm the final estimate with the clerk because research, redaction, certification, retrieval, and party status can change the total.
| Item | Amount |
|---|---|
| Plain copy per page | $0.25 |
| Party or attorney copy cap | Maximum $15 for parties to their case and their attorneys; no maximum for non-parties |
| Certified or exemplified copy | $20 per document |
| Name search | $5 |
| Transcript of Judgment | $25 |
| Certificate of Satisfaction | $20 |
| Research or redaction | $30 per hour, assessed in 15-minute increments after the first hour |
| Off-site case file retrieval | Actual cost of retrieval |
Common Clerk Forms
The court clerk's most important public-facing record tool is the Judicial Branch online record/document request form. The Colorado Judicial Branch Phillips County page also links users to docket search, jury information, virtual courtroom resources, interpreter requests, transcript requests, ADA accommodations, collections and payments, and self-help resources. Non-attorney users with domestic-relations filings may be directed to Colorado court e-filing and self-help forms.
- Record/Document Request Form - request copies, certified copies, or specific case documents from Phillips County court files.
- Colorado Judicial Branch Dockets - search public hearing schedules by date plus another filter such as county, judicial district, party, attorney, case type, or case number.
- Colorado Judicial Online Payment System - pay eligible fees, fines, costs, and restitution with Phillips County selected as the court location.
The Phillips County Recording Documents page is different from the Clerk of Court forms because it covers county recorded records from February 1997 to current, recording standards, payment limits, and recorder copy contacts.
Use that recorder channel for deeds, UCC documents, maps, plats, and recorded marriage-license records, but use the court clerk for case files and certified court documents.
Mail and Online Filings
Phillips County court records are not searched through a county-built courthouse database. Online access is split among the statewide docket search, Judicial Branch-listed vendors such as CoCourts for eligible register-of-actions information, and the record/document request form for actual copies. CoCourts includes many district civil, domestic-relations, criminal, county traffic, traffic-infraction, small-claims, civil, and misdemeanor records, but it excludes sealed cases, juvenile cases, and probate case types. Documents are not downloaded through the vendor and must be requested from the court.
For in-person or mail-related questions, contact Phillips Combined Court at 221 S. Interocean Avenue, 2nd Floor, Holyoke, CO 80734. The court public hours are Monday through Friday, 8:00 a.m. to 3:00 p.m. County Clerk and Recorder CORA requests, recorded-document copies, and marriage-license copies follow county office procedures instead. The county recorder accepts cash and personal checks for listed recorder services and does not accept credit cards, while court payment procedures depend on the Judicial Branch payment system and clerk instructions.
Timing also differs by custodian. The Judicial Branch record/document request form says court-record responses are generally provided within three business days unless extenuating circumstances apply. The Phillips County Clerk and Recorder CORA policy has its own timing rule, with an effort to fulfill requests within three working days and notice when up to seven additional working days are needed. A court document request should not be sent to the county CORA process just because both offices are in Holyoke. If a request involves both a court order and a recorded instrument, submit each part to the office that keeps that record.
